Why Renewing and Updating Measure E is Essential to Maintaining Local Law Enforcement and Public Safety in PVE

Our local Police Department and Fire/EMS services depend on stable, long-term funding to keep Palos Verdes Estates safe

The Problem:

The City of Palos Verdes Estates faces a growing budget shortfall that threatens funding for essential city services — most notably law enforcement, fire protection, and emergency medical services (EMS).

While the cost of providing these services continues to rise each year, the City’s revenue has remained largely flat. A key reason is that Measure E, passed by voters in 2018 to fund local law enforcement, did not include an annual cost-of-living adjustment. Over time, inflation has steadily eroded the value of this critical revenue source.

Even after years of cost-cutting, deferred maintenance, and postponed infrastructure projects, the City is now operating with a budget deficit of more than $1 million for Fiscal Year 2025–2026 — a gap projected to widen next year.

With Measure E set to expire in 2027, Palos Verdes Estates will lose $5.1 million annually—nearly one-fifth of the City’s entire budget. Without new revenue, further cuts to law enforcement, fire protection, and emergency medical services will become unavoidable.


The Solution:

To protect public safety, maintain our Palos Verdes Estates Police Department, and ensure the long-term stability of essential city services, our community must responsibly renew and modernize Measure E before it expires in 2027.

A renewed local funding measure would update the existing parcel tax—at a rate of $990 per parcel, plus $0.67 per square foot of building improvements—generating approximately $16.25 million annually to sustain law enforcement, fire protection, emergency response, and maintain police patrols around the city.

Renewing Measure E also means preserving local control—keeping decisions about public safety, law enforcement priorities, and emergency response in the hands of the people who live and serve right here in Palos Verdes Estates, rather than relying on outside agencies.

This citizen-led effort, PVE Residents for a Safe, Secure Future, was formed by neighbors who believe it’s time to act now — to replace Measure E with a responsible, future-ready solution that keeps our community safe, secure, and self-reliant.

A Renewed Local Funding Measure Would:

  • Maintain Local Police and Fire Services - Ensure we retain our independent Palos Verdes Estates Police Department and Fire protection/EMS services 

  • Strengthen Wildfire Prevention - Support proactive brush and weed management to reduce fire risk and protect our homes and home values

  • Preserve 911 Emergency Response and Disaster Preparedness - Maintain fast, reliable emergency response when every second counts.

  • Keep Public Spaces Safe and Well-Maintained - Continue caring for the parks, paths, and places that make PVE feel like home

Built-In Accountability and Oversight:

The proposed measure includes safeguards that keep the money in PVE and under local control:

  • Independent annual audits

  • Detailed public reporting & citizens oversight

  • Local control over every dollar, which can’t be taken by the State or County
